Using the South East Energy Agency (SEEA) as the primary case study, the exercise details how a "Trusted Intermediary" for Carlow, Kilkenny, Wexford, and Waterford can transition from legacy IT models to a unified, "all-hazards" resilience strategy. By matching SETU’s expertise in Industrial Cybersecurity and Critical Infrastructure with the agency's practical journey toward NIS2 and GDPR compliance, the workshop outlines a clear roadmap for protecting critical energy monitoring systems and multi-million euro grant pipelines against modern hybrid threats. The simulation forces a pivot from routine operations to strategic governance, evaluating the Board’s capacity to recognise systemic risks to Critical National Infrastructure (CNI) and formulate post-incident resilience strategies. Ultimately, participants will work to ratify a Strategic Response Directive designed to insulate regional municipal networks from cascading failures and safeguard the South East’s energy transition.
